USJI PROMOTION RECOMMENDATION PROCEDURES

To: The Chairpersons of ALL Class B (State) Member Associations.

Fr: S. Ashida, Chairperson, USJI Rank Registration Committee.

I. FOR ALL DAN RANKS:

All promotion recommendations and applications for USJI Dan rank certificates must be processed through the applicant's Class B member association's Promotion Committee according to its established procedures. An INDIVIDUAL may NOT UNDER ANY CIRCUMSTANCES apply directly to the USJI for a rank promotion or certification. Any such direct individual application will be summarily rejected.

II. FOR PROMOTION RECOMMENDATIONS TO DAN RANKS WITHIN THE MAXIMUM RANK PROMOTION AUTHORIZED FOR A CLASS B MEMBER ASSOCIATION'S PROMOTION COMMITTEE:

The following forms are to be sent to the chairperson of the USJI Rank Registration Committee:

A. One (1) complete copy of the Recommendation for USJI Dan Promotion, including the signatures of ALL members of the Class B member association's Promotion Committee (see attached Sample Form A).

B. Two (2) copies of the List of Candidates' Names, with each candidate's valid current USJI membership number (see attached Sample Form B).

C. One (1) copy of the Recommendation for Promotion (Individual Record), endorsed by the Chairperson of the Class B member association's Promotion Committee (see attached Sample Form C).

D.     The appropriate fees (see Part III, Section E, below). The fees should be remitted by check or money order made payable to United States Judo, Inc.

Remarks:

Immediately upon the USJI Rank Registration Committee Chairperson's receipt of the completed forms and appropriate fees as submitted by the chairperson of the Promotion Committee of the Class B member association, one copy of the List of Candidates' Names Form will be returned to that chairperson, identifying each candidate's National Dan Rank Registration Number.

III. FOR PROMOTION RECOMMENDATIONS TO DAN RANK BEYOND THE MIXIMUM RANK AUTHORIZED FOR A CLASS B MEMBER ASSOCIATION'S PROMOTION COMMITTEE:

The following USJI forms and other relevant materials are to be sent to the Chairperson of the USJI Rank Registration Committee postmarked AT LEAST 45 days prior to the next scheduled national meeting:

A. One (1) complete completed copy of the Recommendation for USJI Dan Promotion, including the signatures of ALL members of the Class B member association's Promotion Committee (see attached Sample Form A).

B. Two copies of the List of Candidates' Names with each individual's valid current USJI membership registration number (see attached Sample Form B).

C.     Six (6) copies of the Recommendation for Promotion (Individual Record) for each candidate, endorsed by the Chairperson of the Class B member association's Promotion Committee (see attached Sample Form C).

D.    Six (6) copies of each page of any materials relevant to the recommendation, e.g., letters of recommendation, copies of awards, etc., for each candidate.

E.     Appropriate fees, to be submitted with the rest of the required items in the form of a check or money order made payable to United States Judo, Inc. The fee for any candidate whose promotion request is subsequently denied will be retained in the USJI treasury and credited toward the applicant's future promotion.

F. Six (6) copies of each applicant's current Dan Rank Certificate issued by an IJF-recognized association or a USJI-recognized association.

Note: Any candidate whose promotion is denied will receive a letter of rejection from the chairperson of the USJI Promotion Committee as soon as possible after the Committee's meeting. The candidate should retain the letter of rejection, which serves as a form of proof that the candidate's fee is being held in credit toward future promotion applications.

G.    The Basic Guideline for USJI Promotion Requirements is attached.

Special Instructions:

USJI Dan Rank Promotion Form:

The Recommendation for USJI Dan Promotion form contains a checklist of the required materials. It is extremely important:

-that ALL Promotion Committee members of the Class B member association sign the form,

-that the Chairperson of the Class B member association's Promotion Committee check carefully to be sure that the correct numbers of copies of all forms have been included,

-that the fees are accurately calculated and included, and that ALL the items requested on each form have been thoroughly completed. Absence of any required information or item may jeopardize an applicant's promotion (use the Check List provided).

List of Candidates' Names:

All information for this form must be typed or printed clearly and accurately, because the

Dan Rank Certificate is based on the information provided on this form.

Preparations for Promotion (individual Record):

a. All information for this form must be typed or printed clearly and accurately.

b. The section of Promotion History must be complete and accurate from the rank of Ikkyu on up.

c. For the section on Major Shiai Record, simply saying, for example, "lst place in AmCan Judo Challenge" is not adequate. Each applicant must identify the name and rank of each opponent, and the result of each match. And no given opponent's name is to appear more than once. For example, Joe may have won against Jack Wilson during both the 1995 and 1996 Am-Can Judo Challenge; for the Major Shiai Record, Joe may enter a contest with Jack Wilson only once. The results of intra-dub or inter-club contests will not be credited; do not list them. The scale of the contest must be greater than a regional contest.

d. Contest winning points are credited as follows:

Randori-contest:
Winning against an opponent more than two ranks higher:           2 pts.
Winning against an opponent one rank higher-                               1.5 pts.
Winning against an opponent of the same rank-                             1.0 pts.
Winning against an opponent one rank lower                                 0.5 pts.
Winning against an opponent two ranks lower:                              0.1 pts.
Winning against an opponent three or more ranks lower:             0 pts.

Kata-contest:
First place (National, Regional):                                                     0.5 pts.
Second Place (National, Regional):                                                0.3 pts.
Third Place (National, Regional):                                                    0.1 pts.

e. Do not write anything in the section for USJI Endorsement.

f. The Chairperson of the Promotion Committee of the Class B member association must personally provide endorsement in the section for Endorsement.

Promotion Fees:

All materials and promotion fees, payable to United States Judo, Inc,, should be securely packaged and submitted by the chairperson of the Class B member association's Promotion Committee to the chairperson of the USJI Rank Registration Committee. Materials which arrive with postage due will not be accepted.

IV. TO OBTAIN DUPLICATE USJI CERTIFICATES:

A. The applicant must be a currently registered member of the USJI.

B. For each application, the chairperson of the Class B member association's Promotion Committee should send to the chairperson of the USJI Rank Registration Committee (1) two (2) copies of the Application for USJI Duplicate Rank Certificate; and (2) a photocopy the applicant's current Dan rank certificate issued by the USJI Class A member association or by an organization recognized by the IJF.

C. The fee schedule is the same as the USJI Promotion Fee schedule (see, Item III, Section  E). A check or money order payable to United State Judo, Inc. , should be attached to the application form.

V. TO OBTAIN AN IJF DAN RANK CERTIFICATE:

A. The applicant must be a currently registered member of the USJI.

B. The chairperson of the Class B member association's Promotion Committee should send to the USJI Rank Registration Chairperson

(1) two (2) copies of the Application for IJF Dan Rank Certificate and
(2) a photocopy of the applicant's current USJI Dan Rank Certificate

(No other kind of Dan Rank Certificate is acceptable).

C.    The current fee for obtaining an IJF Dan Rank Certificate is $30.00. A check or money order payable to United States Judo. Inc. should be attached to the application form.

D.    An applicant's receipt of the IJF Dan Rank Certificate may be delayed by several months, because the applications (which go from the USJI to the PJU to IJF) are usually processed only once every four to six months.

There will be a greater number of junior ranks than senior ranks. All senior level skills and knowledge requirements will be distributed throughout the twelve junior rank levels.
